COTABATO CITY (April 30, 2026) — The Bangsamoro social services ministry launched on Tuesday, April 28, its Beneficiary Data Management System (BDMS) to boost its public service thrusts, established with the help of the Australian government and an agency of the United Nations.

Officials of the Ministry of Social Services and Development-Bangsamoro Autonomous Region in Muslim Mindanao, representatives from the Australian government and the United Nations Children’s Fund led the launching of the BDMS on Tuesday morning at the regional capitol in Cotabato City.

UNICEF was represented in the event by the chief of its Mindanao field office, Andreas Wuestenberg.

The BDMS is a unified beneficiary database system storing details about the beneficiaries of the ministry’s humanitarian programs, conflict-affected and calamity-stricken communities, persons with disabilities and marginalized elderly BARMM residents.

MSSD-BARMM officials explained to reporters, after the symbolic event at the Shariff Kabunsuan Cultural Complex in the Bangsamoro regional capitol, that the BDMS has consolidated details on recipients of essential government aid in the autonomous region.

MSSD-BARMM officials told reporters then, in the presence of representatives of the UNICEF and the Australian government, that the BDMS also has extensive data about the ministry’s 10 social protection programs covering households in the provinces of Maguindanao del Sur, Maguindanao del Norte, Lanao del Sur, Basilan and Tawi-Tawi and in the cities of Lamitan, Marawi and Cotabato.

They also separately pointed out that the system is a remedy to irregularities in the implementation of their social protection programs in BARMM’s five provinces and three cities.

BARMM’s social services minister, the lawyer Raissa Jajurie, said their field workers can now maximize, with BDMS, their public service duties.

“We are grateful to the United Nations Children Fund and the Australian government and the officials of our social services ministry for cooperating in setting up this online data system,” said BARMM Chief Minister Abdulrauf Macacua.

He said among the sectors that would benefit much from the BDMS that the MSSD-BARMM shall operate are the poor Muslim, Christian and non-Moro indigenous communities in the autonomous region. []

COTABATO CITY (April 28, 2026) — Pormal na pinasimulan na ang construction ng College of Law school building sa Mindanao State University-Tawi-Tawi College of Technology and Oceanography.

Ang proyekto ay kaugnay ng multi-sector initiative na naglalayong mabigyan ng advantage ang mga prospective law students mula sa iba’t-ibang bayan sa Tawi-Tawi na makapag-aral ng abogasya mismo sa kanilang probinsya.

Isinagawa ang naturang symbolic infrastructure project launching sa campus ng MSU-Tawi-Tawi sa Bongao, capital town ng Tawi-Tawi, nito lang nakalipas na Sabado, April 25, pinangunahan ng MSU-Tawi-Tawi officials at ni Lanao del Sur Gov. Mamintal Adiong, Jr.

Isa si Gov. Adiong sa mga masigasig na nagmungkahi ng pagtatag ng isang law school sa MSU-Tawi-Tawi ng kanyang madiskubre ang labis na kakulangan ng mga abogado sa Tawi-Tawi na makakapag-serbisyo sa mga taga probinsya.

Nagalak ang mga local executives, kabilang si Tawi-Tawi Gov. Ysmael Sali, sa nagsimula ng construction ng College of Law school building sa MSU-Tawi-Tawu, papangalanang Sultan Basari D. Mapupuno Hall, bilang pagbigay-galang sa kanya na nanilbihan bilang 8th regular president ng Mindanao State University sa Marawi City na saklaw ang operasyon ng MSU-Tawi-Tawi at iba pang MSU campuses sa Mindanao. Matalik na magkaibigan si Gov. Adiong at ang yumao ng ex-MSU president na si Mapupuno.

Ang Marawi City, na kinaroroonan ng main campus Mindanao State University, na may mga MSU campuses din sa iba’t-ibang probinsya sa Mindanao, ay siyang capital ng Lanao del Sur kung saan second term governor na si Gov. Adiong.

Si Gov. Adiong ay isa ring official ng isang pioneer political party sa Bangsamoro Autonomous Region in Muslim Mindanao, ang Serbisyong Inklusibo, Alyansang Progresibo, o SIAP Party, na may ekstensibong peace and development, education, socio-economic at mga humanitarian agenda na naglalayong mapabuti ang kalagayan ng Muslim, Christian at indigenous non-Moro communities sa BARMM.

COTABATO CITY (April 22, 2026) — Four individuals were arrested in separate police anti-narcotics operations in this city on Tuesday, April 21, enforced with the help of their own relatives and community leaders aware of their trafficking of shabu and marijuana in barangays around.

City and barangay officials confirmed to reporters on Wednesday that all the four suspects entrapped separately within just nine hours — Miraj Iman Pendaliday Yasin, Amil Salik Marcaban and the cohorts Nuriel Taula Albero and Ibrahim Endi Emban — are now detained in different police detention facilities in Cotabato City.

Brig Gen. Jaysen De Guzman, director of the Police Regional Office-Bangsamoro Autonomous Region, told reporters on Wednesday that the entrapment operations that led to the arrest of the four suspects, supervised by Col. Jibin Bongcayao, director of the Cotabato City Police Office, were laid with the help of their close relatives, annoyed by their having ignored their advices for them to stop their illegal activities and reform for good.

The first to fall in the three entrapment operations is Yasin, arrested after selling shabu to operatives from the Cotabato City Police Station 3, led by Capt. Eduardo Malicdem, at the Malagapas area in Barangay Rosary Heights 10.

Two hours later, combined personnel of the City Police Drug Enforcement Unit and the Cotabato City Police Precinct 1, under Major Teofisto Ferrer, Jr., immediately detained Albero and Emban after turning over to them shabu during a tradeoff in Purok Salamat in Mother Barangay Poblacion.

Marcaban was arrested on Tuesday night by an anti-narcotics team from the Cotabato City Police Station 4, led by their chief, Major Albert Carillo, after purchasing from him shabu along Sinsuat Avenue in Barangay Poblacion 5.

Bongcayao said barangay officials and Mayor Bruce Matabalao, chairperson of the Cotabato City Peace and Order Council, have assured to help prosecute in court the four now detained shabu peddlers.

Relatives and friends of the four suspects, who had earlier reported their criminal activities to Matabalao and city police officials, observed from a distance the three separate entrapment operations that led to their arrest and confiscation from them of shabu, to be used as evidence in prosecuting them for violation of the Comprehensive Dangerous Drugs Act of 2002.

Kinumpirma nitong tanghali ng Martes ni Brig. Gen. Jaysen De Guzman, director ng Police Regional Office-Bangsamoro Autonomous Region, ang pagka-kumpiska ng naturang kontrabando, lulan ng tatlong mga truck na inabandona sa isang lugar sa Barangay BPS Village sa Malabang ng mga drivers at ng kanilang mga helpers ng mapuna ang mga pulis na papalapit sa kanilang kinaroroonan.

Sa ulat ng mga officials ng units ng PRO-BAR sa Malabang, katatapos lang magkarga ng naturang mga sigarilyong imported sa tatlong mga truck ang ilang kalalakihan ng dumating ang magkasanib na mga operatiba ng Malabang Municipal Police Station, ng 2nd Provincial Mobile Force Company at ng Police Provincial Intelligence Unit upang alamin ang mga ulat hinggil sa kanilang nakatakda sanang paghatid nito sa mga bayan sa magkatabing mga probinsya ng Lanao del Sur at Maguindanao del Norte at sa Cotabato City, lahat sakop ng Bangsamoro Autonomous Region in Muslim Mindanao.

Agad na kinumpiska ng mga pulis ang 403 na mga kahon na may lamang sigarilyong mula sa Indonesia, nagkakahalaga ng P16.1 million, na lulan ng tatlong abandonadong mga truck, tinakpan ng mga niyog at iba pang mga farm products.

Ayon kina De Guzman at mga officials ng Lanao del Sur Provincial Police Office, naikasa ang anti-smuggling operation na nagresulta sa pagsamsam ng P16.1 million na halaga ng imported na sigarilyo sa tulong ng traditional Maranao community leaders at mga municipal officials sa Malabang. More than a hundred Muslim and Christian grade school boys were circumcised for free during a day-long outreach mission of Bangsamoro regional lawmakers and their health ministry in a private hospital in Kabacan town in Cotabato province on Tuesday, April 14.

Local executives and traditional Moro leaders in Kabacan confirmed to reporters on Wednesday, April 15, that among the beneficiaries of the “Oplan Tuli” of the physician-ophthalmologist Kadil Sinolinding, Jr., who is a member of the 80-seat Bangsamoro parliament, and their chief minister, Abdulrauf Macacua, are from indigenous non-Moro communities in towns around.

Sinolinding is also functioning as health minister of the Bangsamoro Autonomous Region in Muslim Mindanao in concurrent capacity.

The 129 children circumcised for free at the Deseret Surgimed Hospital in Barangay Kayaga in Kabacan are from Kidapawan City, the adjoining Carmen and Kabacan towns in Cotabato and the nearby Moro enclaves in the Special Geographic Area in the province.

Municipal and Barangay officials in Carmen and Kabacan and Cotabato Gov. Emmylou Taliño-Mendoza separately told reporters on Wednesday that they are thankful to the public service team of Sinolinding and Macacua and the Ministry of Health-BARMM for having embarked on the day-long Oplan Tuli at the Deseret Surgimed Hospital.

“That was a big group of boys, mostly from marginalized families. We can’t thank the people behind that outreach mission enough,” Taliño-Mendoza said.

Sinolinding said he and his subordinates in his office in the parliament and in the MOH-BARMM are grateful to Macacua, figurehead of the regional lawmaking body, for having supported extensively their Kabacan humanitarian engagement, organized with the help of Muslim and Christian community leaders in Cotabato province.

Malubha ang kalagayan ni Catubig, ayon sa nga kapwa school officials na kasama sa delegado ng Basilan sa kasalukuyang Bangsamoro Autonomous Region in Muslim Mindanao Regional Athletic Meet sa Parang, isa sa 12 na mga bayan sa Maguindanao del Norte.

Ayon kay Myra Borja Mangkabung, Basilan Schools Division superintendent, na-stroke si Catubig habang ginagawa ang kanyang tungkulin sa loob ng Iranun Palace sa sentro ng Parang.

Limang mga lalaki, isa sa kanila menor-de-edad, ang nalambat at agad na naisara ang kanilang drug den sa isang anti-narcotics operation na magkatuwang na isinagawa ng Philippine Drug Enforcement Agency at ng mga units ng Police Regional Office-Bangsamoro Autonomous Region sa Barangay Poblacion 2 sa Cotabato City nitong Miyerkules, April 15.

Nakakulong na ang mga na-entrap na sina Datu Cedric Sumaya, Rashid Salindao, Ansarulla Malawi, Ali Quimbo at ang kanilang kasamang 17-anyos na lalaki na hindi na kinilala sa ulat ng Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao at ng Police Regional Office-Bangsamoro Autonomous Region dahil menor-de-edad.

Nakunan ng P3,400 na halaga ng shabu at cellphones na may mga numero ng kanilang mga kasabwat ang mga suspects sa naturang entrapment operation, magkatuwang na ikinasa ng PDEA-BARMM at ng Cotabato City Police Office na pinamumunuan ng director nitong si Col. Jibin Bongcayao.

Sa ulat nitong Huwebes ni Charlene Magdurulang, director ng PDEA-BARMM, ang naturang entrapment operation ay naikasa batay sa ulat ng kakilala ng mga suspects hinggil sa kanilang mga illegal na gawain.

Ayon kay Magdurulang, katuwang din nila ang Maguindanao del Norte Provincial Police Office sa paglatag ng naturang operation na sinuportahan ng mga barangay officials at ng tanggapan ni Mayor Bruce Matabalao.

Nahaharap na sa kasong paglabag sa Comprehensive Dangerous Drugs Act of 2002 ang mga naka-detine ng suspects habang ang isa sa kanila na menor-de-edad ay isasailalim naman sa magkatuwang na kustodiya ng PDEA-BARMM at ng city government ng Cotabato. (April 17, 2026)

Limang mga elementary pupils ang nasawi sa pagkalunod, habang naliligo sa isang malalim na lugar mistulang isang abandonadong fishpond na pinopondohan ng tubig tuwing may ulan sa Barangay Panoroganan sa Marawi City nitong tanghali ng Huwebes, April 16.

Magkahiwalay na kinumpirma nitong Biyernes ng mga officials ng Marawi City Police Station at ni Brig. Gen. Jaysen De Guzman, director ng Police Regional Office-Bangsamoro Autonomous Region, ang pagkasawi ng tatlong mga batang lalaki at kanilang dalawang mga kalarong babae sa naturang insidente.

Sa ulat ng mga kawani ng city mayor’s office sa Marawi City, kabisera ng Lanao del Sur, nagkatuwaang maligo sa naturang lugar ang mga nasawi sa pagkalunod na sina Rania Dobar Tucal, 11-anyos, ang kanyang kapatid na si Norol-Iman, 10-anyos, Salah Nasif, 7-anyos, at dalawang iba pa na kinilala lang ng mga imbestigador ng pulisya na sina Neshren, 11-anyos at ang 7-anyos na si Rahman ayon sa kahilingan ng kanilang mga magulang.

Na-deklarang dead on arrival ng mga doctor sa isang hospital sa Marawi City ang limang mga bata kung saan sila dinala ng mga emergency responders upang malapatan sana ng lunas.

Isang kalaro ng limang mga bata, si Fatma Nur Nasif, 8-anyos, ang nasagip ng mga rescuers at agad na nabigyan ng first aid, ayon sa mga kawani ng Marawi City Disaster Risk and Management Office.

Malayo sa mga kabahayan ang lugar kung saan nag-katuwaang maligo ng mga batang nasawi sa insidente na labis na ikinalungkot ng kanilang mga magulang at ng mga local executives sa Marawi City.

Sa ulat ng mga barangay officials, habang naliligo, nagkatuwaan na sumakay sa isang sirang bukas na refrigerator na kanilang ginawang parang bangka ang limang mga bata at isa-isa silang nahulog ng tumagilid ito sa malalim na bahagi ng naturang mistulang lawa kaya sila sabay-sabay na nalunod na nagsanhi ng kanilang pagkamatay.
